I have mentioned this before but the current conversation about evaluation and valuation prompts me to mention it again.
There is this great tool called the Values in Action assessment (VIA) available FREE that allows people to get a picture of their strengths based on an enormous amount of research done by Seligman and Peterson across cultures regarding Character Strengths and Virtues. (Their book Character Strengths and Virtures is the PP corollary to the DSMIV) The assessment can help both employee and employer get an idea of how well the person's strengths are aligned with the job they are currently doing. We know from Csikzentmihalyi's work on flow that this alignment is very important. It seems to me that the use of the VIA in valuing a person's work can take the valuation to a whole new place. If a person is not doing well in terms of performance it may be that the person's strengths are not employed ( pun intended).
You can find the assessment at viasurvey.org or the VIA Character Institute. BTW the Character Institute is doing some interesting surveying right now about what people value in political candidates. Check it out.
