After reading the comments on this list I am wondering whether or not the "stuck" countries are the USA, Canada, Australia and all others who view "others who have different value systems and opportunities" as fair game for oppression or exploitation in financial, social or ecological terms.
The inappropriate behaviour of westerners (based on national policy, corporate governance and individual perversions) in the SE Asian contries I have visited over the past few weeks makes me ill and very sad for the situations that people and our environment are subjected to.
Some of the most enlightened and peacful people in the world live in absolute poverty - they appear to have learned to ignore the oppression.

and appreciate the assistance I receive. As opposed to labels we do well when
we search for the positive we can learn.
When looking at evaluation and/or social justice I am often impressed by
what I learn from countries that would be defined as the stuck countries. Not
from their government per se but the people of those countries who often find
ways to bring about social justice. In many respects they often have a great
deal to teach those countries that are defined as the powerful countries.
