Regarding the above, I disagree because the powerful countries often have  
the same problems as the stuck countries. In the end I often search for answers  
and appreciate the assistance I receive. As opposed to labels we do well when 
we  search for the positive we can learn. 
 
When looking at evaluation and/or social justice I am often impressed by  
what I learn from countries that would be defined as the stuck countries. Not  
from their government per se but the people of those countries who often find  
ways to bring about social justice. In many respects they often have a great  
deal to teach those countries that are defined as the powerful countries.
