Would you think the OECD assessments of various nation¹s liveability factors
would be useful criteria for determining where a country sits on the
stuck-civilized continuum?

It might help to have specific criteria.

Here¹s an example of some countries ranked on income differences.  In this
ranking, Mexico and the US would qualify as ³stuck².  The Scandinavian
countries as ³civilized².

Lots of interesting data on the site but it definitely doesn¹t not cover
most of the ³emerging² or ³submerging² countries.  I think the OECD rankings
do, but I couldn¹t find them in the few minutes I have available to write
the note.
