This may be a non-sequitur, but I watched an interesting news expose' this 
morning that looked at the rise in the Chinese economy, which is expected to 
eclipse the US economy soon as the most productive and profitible force in 
the world economy.  Entrepreneurship (creativity) (freedom) as we know, are 
not highly valued attributes in Chinese business.  In fact I think many in 
China might endorse the statement from Roger below, disagreeing with him, 
that a corporations is:

"a structure designed to disseminate control and authority" - and therefore 
productivity.

So, a practical question, since I am interested in global OD, can 
appreciative organizations and by association, appreciative inquiry, exist 
in China?  And, is AI a values-based system that helps to build creativity 
and happiness but may not necessarily be related to higher productivity?

It's not the appraisal methodology that's at fault. It's how it is delivered
and used and this is done within a wider, and to my mind, flawed context.
Organizations will not change until they change how they view themselves and
their place in the world in which they operate. Until they value their
employee's contributions and realize that they are not a structure designed
to disseminate control and authority but are structures designed to harness
the power of each of their members and let that take them where they will be
successful.
