It seems as though you have the start of your answer in your dilemma!  When
I've done this type of thing in the past, I've worked with the senior team
to ensure that they have clarified the cultural attributes that they would
like to see come alive in their integrated and aligned organization.  You
can begin with the question about when in their past...and elicit a peak
experience from them.  Then from there write the 'provocative propositions'
which become the baseline for how they will commit to behave in the future.


Before rolling this out to a wider audience, provide the senior team with
some time so that they can align their behavior to those new affirmations of
how they hope to behave.  You could also help them by specifically
translating the provocative propositions into behaviorally based statements.
(As an aside, you could provide them with 180 or 360 feedback about those
behaviors so that they could identify the strengths that they had and share
those behavioral strengths for the good of the team).  

Then, through a one-day culture change intervention, and utilizing an
appreciative approach you could get the entire organization on board with
the hopes and desires for the future.  It's all about inspiration!
