Richard, 

Rob has brought up a critical point on underlying culture.  I have had several experiences where 'falter' was represented by outright gaming (as in roulette or craps) of the process to appear concerned and 'one of the team' when the real intent is to find yet another edge or angle to promote self-interest and move ahead.   Unless this gaming is caught early and exposed, you will have a result that bears no resemblance to the actual facts on the ground.  

Exposing the gaming brings with it a set of unique challenges for you to manage as the gamer is a hero if she or he gets away with it.  Gamers that are caught out expect severe peer punishment for the 'crime' of being caught!   

Unless you have solid and genuine senior executive support for the exercise, step away from the engagement as you find yourself as referee of a contest where the rules you apply are different from the rules of game.  As an outsider, you have no chance to learn the applicable rules, let alone apply them in the organisation context.
